Under the Legal Services Act 2007, the LSB appoints the OLC Board and in February 2009, announced the appointment of the six members of the inaugural OLC Board, which is chaired by Elizabeth France. The OLC announced in March 2009 that Adam Sampson had been appointed the Chief Ombudsman. The OLC Board and Chief Ombudsman formally took up post on 1 July 2009.

A Memorandum of Understanding provides the framework for the relationship between the LSB and the OLC.
