David Wolfe (Member - non-lay)

With a PhD in Engineering, David has been a barrister since 1992. He was a founder member of Matrix Chambers in 2000.

David’s early practice as a barrister included employment law, general common law and some criminal law. However, he now specialises in public law (including human rights and EU law), particularly judicial review challenges to the decisions of government, regulators, local authorities, schools and health bodies. He has represented clients in the criminal courts, in public inquiries and tribunals, in the High Court/Administrative Court, in the Court of Appeal and in the House of Lords and Supreme Court.

David’s work now has a particular focus on environmental law, education law, health law, community care law and discrimination law. Its theme is securing open and fair decision-making by public authorities and the proper delivery of public services. His clients include individuals, local groups, non-governmental organisations (NGO) and statutory bodies.

David also trains lawyers and others, has written extensively and has appeared regularly on Radio 4’s Law in Action programme. In 2006-2007, he chaired a Disability Rights Commission Formal Inquiry into health care inequalities suffered by people with learning disabilities or mental health difficulties.

David is a Commissioner at the Legal Services Commission, a governor of his local secondary school and a patron of the Advisory Centre for Education, an NGO which supports and advises parents in relation to the rights of their children in education. He was formerly a County Councillor in Cambridgeshire.
